Continuing Medical Education (CME) is a specialized department within medical institutions, such as hospitals and universities, dedicated to providing educational and training programs for physicians and other healthcare professionals. Procedures and Policies for the Management of Continuing Medical Education, Training, and Research Operations

The Continuing Medical Education department seeks to adopt procedural policies based on applying best practices in the field of training and professional development and research, in order to enable healthcare practitioners and professionals in the health sector to provide the best services. The department has established seven policies under which forty-nine procedures are included.

Policy 1: Identifying Professional Development Needs:

 Commitment to identifying the professional development needs of healthcare practitioners and personnel in the health sector before designing activities, programs, and projects for them, through the following procedures:

1- Distributing surveys to the target audience to measure their professional development needs.
2- Conducting direct interviews with the target audience to measure their professional development needs.
3- Communicating with medical departments and subcommittees to prepare annual training plans for their staff and providing us with a copy.
4- Reviewing recent recommendations and updates in the same field and implementing them where possible.
5- Requesting consultation from experts and specialists in the same field.


Policy Two: Selection of Educational/Training/Research Activity Providers:

Building a database comprising a select group of speakers, trainers, and researchers based on scientific competence, professional experience, and mastery of educational, training, and research skills, and selecting from them according to excellence, through the following procedures:

1- To be the speaker/trainer/researcher with experience and expertise in scientific/training/research activities.
2- To have a doctorate or fellowship in the fields of Medicine and Surgery.
3- To have a master's degree or equivalent in other health specialties other than Medicine and Surgery.
4- To have a classification from the Saudi Commission for Health Specialties, exemption for the visiting collaborator.
5- To have accredited training certification.


Policy 3: Announcement and Registration for Educational/Training/Research Activities:

Developing the best ways to communicate effectively with beneficiaries, adjusting the registration and data storage process, tracking attendance at practical/training activities, and progressing with research implementation, through the following procedures:

1- Identify all beneficiaries from healthcare practitioners and personnel in the healthcare field.
3- Classify all beneficiaries according to specialization and professional development (beginner/advanced).
3- Create a database of beneficiaries including basic and professional data and communication methods.
4- Establish ongoing communication channels with beneficiaries through visiting the department/phone calls/email/social media for purposes of announcements and inquiries.
5- Handle all types and forms of beneficiary data with complete confidentiality and store them professionally and not use them outside of purposes of education, training, and research.
6- Prove the attendance of educational/training/research activities through attendance records and meeting minutes for each activity individually.
7- Maintain attendance records for each educational/training/research activity for a period of no less than 3 years.
8- Submit proof of completion of attendance at the end of the educational/training activity provided that attendance is at least 75% of the program.
9- Submit proof of participation at the end of the research activity provided that a specific description of the researcher’s tasks is defined.


Policy Four: Preparing a Suitable Environment for Learning, Training, and Research:

Working to provide logistical and moral support for learning, training, and research, and preparing the educational environment with the necessary tools and explanations, and motivating employees to organize educational/training/research activities and participants, through the following procedures:

1- Establish a Continuing Medical Education department equipped with furniture, equipment, and technologies necessary to ensure the application of best practices in training and professional development and research.
2- Staffing the Continuing Medical Education department.
3- Material incentives for Continuing Medical Education staff, speakers, trainers, researchers, and program coordinators.
4- Establishing regulated bylaws to ensure patient rights and facilitate educational, training, and research processes.
5- Providing a well-equipped environment for educational, training, and research activities.
6- Providing an electronic learning system (synchronous and asynchronous) containing several interactive platforms.


Policy Five: Implementation of Educational/Training/Research Activities:

Acceptance of the latest active learning methods and training and research approaches, through the following procedures:

1- Verifying the availability of a certified trainer during trainer recruitment.
2- Organizing developmental programs to enhance the efficiency of permanent trainers.
3- Organizing developmental programs to enhance the efficiency of permanent researchers.
4- Utilizing various active learning methods such as case-based learning, problem-solving methods, brainstorming, dialogues, group discussions, simulations… and others.
5- Overseeing the procedures and professional standards of examinations, and analyzing the results objectively.
6- Guiding studies and research to address a specific need, and applying the best research methods in that regard.
7- Paying attention to feedback and educational/training reflection for continuous improvement and quality control.


Policy Six: Measuring Impact and Continuous Improvement:

Commitment to studying the results of educational/training/research activities and measuring their impact on the quality of healthcare services, and developing the necessary improvement plans, through the following procedures:

1- Providing feedback and reflection on the educational/training activity for participants regarding the activity.
2- Feedback from the activity provider.
3- Monitoring and analyzing test procedures and professional standards objectively.
4- Conducting pre- and post-tests to measure achievement levels.
5- The extent to which the educational activity reflects improvements in participants’ practical application.
6- Periodic assessment of the performance of healthcare professionals.
7- Reports from quality committees regarding performance indicators and achievement of plan objectives.
8- Achieving satisfaction among healthcare service recipients.
9- Obtaining local, regional, and international accreditations/ratings for activities, scientific programs, departments, or institutions.


Policy Seven: Financial Resource Control and Expenditures:

Implementing a strict system for collecting financial funds from budgets, subscriptions, support, donations, and similar sources, rationalizing spending, controlling expenses, and disclosing conflicts of interest with full transparency, and submitting periodic reports to the relevant authority, through the following procedures:

1- Develop an annual financial plan for training and professional development and research affairs in the hospital.
2- Approve a dedicated budget for training and professional development and research affairs in the hospital.
3- Work on increasing and diversifying income sources for the benefit of training and professional development and research in the hospital.
4- Define levels of authorization and disbursement in detail and with clarity.
5- Manage financial affairs from revenues and expenses and accounting by a specialized financial administration.
6- Establish standards and conditions to control expenses of activities, programs, and research.
7- Establish standards and conditions to control entitlements of medical staff in continuing medical education, speakers, trainers, researchers, and activity and program coordinators.
8- Prepare periodic reports on financial auditing, review, and submission to the relevant authority.


Policy Eight: Security and Safety Guidelines:

Commitment to implementing all instructions and guidelines that ensure the safety of all employees and beneficiaries of the Medical and Continuous Education Department’s services, through the following procedures:

1- Referencing local, national, and international guidelines that ensure safety in educational and research work environments.
2- Enabling relevant departments in the hospital and health colleges to supervise and monitor security and safety.
3- Posting informative posters related to security and safety on notice boards.
4- Direct communication with employees and beneficiaries during incidents, disasters, epidemics, and other situations to ensure their safety.
