Article Ninety-Nine of the Ministry of Higher Education Regulation:

The University Council is composed as follows:

  1. Minister of Education (Chairman of the Council).

Vice President of the University.

  • Vice Presidents of the University.

    • Secretary General of the Higher Education Council.

  • The Deans.

  • Three experienced individuals appointed by the Minister of Education for a period of three years.

     

      • Item Twenty-One:

    In accordance with what this system and other systems stipulate, and what the Higher Education Council stipulates, the University Council undertakes the management of scientific, administrative, and financial affairs, implements the university’s general policy, and has therein:

    1. Approval of the training and scholarship plan.

  • Proposed establishment of colleges and institutes, departments and research centers and supporting deanships, as well as proposals to modify or merge or abolish their names.

  • Declaration of Specializations and Postgraduate Programs.

    • Awarding degrees to the University’s graduates.

  • Honorary Doctorate Awards.

    • Specify the details of the academic calendar according to the general framework for the beginning and end of the study period and determine the holidays that occur within it.

       

    Lending of faculty members and their deputation and sending them to scientific missions, granting them sabbatical studies, and ending their services according to the regulations for that.

    Confirmation of curricula, study plans, textbooks and references based on proposals from college and institute advisory councils.

    Suggestions for rewards and grants for students of various types.

  • Approval of the University budget project and submission to the Ministry of Education – Higher Education.

    • Acknowledgement of the internal regulations of the University, which does not result in any financial or functional benefits.

  • Proposal of regulations for or modification of the University.

    • Discussion of the annual report will be held prior to its presentation to the Supreme Council for Education.

    Specify the amounts allocated to each college, institute and supporting deanship, as well as the independent research center within the limits of the financial regulations.

    Discussion of the University's financial statements to be held prior to submission to the Prime Minister’s Council.

  • Confirmation of Academic Activity Plans for the University.

    • The approval of appointing faculty members based on the Scientific Council’s recommendation.

    Acceptance of donations, gifts and bequests, as well as other contributions, subject to them not conflicting with the University’s primary objective for which it was established.

    Establish regulations for visiting students or transferring students from and to the university.

  • Considering the subjects referred to it by the Minister of Higher Education, or the University President, or any member of the Council who proposes their presentation.

  • And the Council has the power to form permanent or temporary committees from among its members or others to study what it assigns to them.

      • Course Twenty-One:

    The Council meets by invitation of the President at least once a month, and the President may call the Council to meet if necessary, and he shall do so if a third of the members request it in writing. And the Minister of Education may request that an item be included on the agenda or postponed before the meeting of the Council, and its meetings are valid only if at least three-quarters of its members are present, and the Council’s Secretariat is one of its members appointed by nomination from the Council and approved by its President.
    Article Twenty-Two:
    The decisions of the Council shall be made by an absolute majority of the votes of the attending members and if the votes are equal, the side with the President prevails.
