Open Data Definition
A specific set of general information – read automatically – is available to the public free of charge and without restrictions, and any individual or public or private entity can use or share it.
Goal
The purpose of the Open Data Policy is to make open data and information (unrestricted) available to the general public. Open data is a subset of public information according to the classification levels outlined in the (Data Classification Policy). It is one of the policies issued by the National Data Management Office - the legislative arm of the Saudi Data and Artificial Intelligence Authority.
Key Principles of Open Data
- The principle of data availability: This principle ensures that the University's data is made available to all through disclosure, enabling access to it, or using it unless its nature dictates that it should not be disclosed, or to protect its privacy or confidentiality.
Open Format and Machine Readability: Data is made available and provided in a machine-readable format that allows for automated processing – ensuring it is saved in common file formats such as: (CSV, or XLS, or JSON, or .XML)Data Freshness: The latest releases of open datasets are published regularly and made available to all upon their availability. University-collected aggregated data is also published as soon as it is collected, with priority given to data whose usefulness diminishes over time.Inclusivity: Datasets should be comprehensive and include as much detail as possible, reflecting recorded data without conflicting with data protection policies. Descriptive data should be included to explain and clarify the raw data, along with explanations or equations that illustrate how the data was extracted or calculated.Non-discrimination: Datasets must be made available to everyone without discrimination or the need for registration – anyone can access published open data at any time without needing identity verification or justification for accessing them.Free of charge: Open data should be available to everyone for free.Open Data License in the Kingdom: Open data is subject to a license that defines the legal basis for using open data, as well as the terms and conditions and restrictions imposed on users. Using open data also indicates acceptance of the license terms.Developing a Governance Model and Engaging Everyone: Open data enables access and participation for all, enhancing the transparency and accountability of the university and supporting decision-making and service delivery.Holistic Development and Innovation: The University should play an effective role in promoting the reuse of open data and providing the necessary resources and expertise to support it. The University must work in an integrated manner with the relevant parties to enable the next generation of innovators in the field of open data and engage individuals, institutions, and the public in general in harnessing the capabilities of open data.
